Phoebe Overview
In Wuthering Waves, Phoebe is a 5-Stars Spectro character and uses Rectifier during the fight.
Phoebe can be switch between Absolution mode (Main DPS) and Confession mode(Support). In Absolution mode, Phoebe is a Main DPS which mainly deals damage by Heavy Attack: Starflash. While in Confession mode(Support), Phoebe becomes a support which maxmizes Spectro Frazzle damage.

Cons
Among all Spectro characters other than Phoebe, Rover (Spectro) is currently the only one who can trigger Spectro Frazzle. So there’s not much choices for the team variation in the current version.
Phoebe Mechanism
Ring of Mirrors
Phoebe’s Resonance Skill is a two-stage ability. First, she summons the Ring of Mirrors, which time-stops enemies it hits for two seconds. If Phoebe uses the skill again, she teleports into the ring (limited by distance and obstacles). The ring lasts 30 seconds. Attacks from outside the ring get refracted for extra damage and pull enemies slightly toward the center. Standing inside the ring converts Phoebe’s attacks into Chamuel’s Star, which are enhanced, three-stage basic attacks with higher damage. The skill does not immediately go on cooldown after engaging an enemy, allowing flexible usage.
Absolution mode & Confession mode
Phoebe has two Forte Circuit bars above her HP. The lower bar is called [Prayer], which functions the same way as her Resonance Liberation (ultimate) energy gauge – in ToA, it automatically fills up. Once consumed, it automatically refills at a rate of 5 points per second, up to a maximum of 120 points, so it takes 24 seconds to fully recharge. When it’s full, you can hold the Basic Attack button to activate [Absolution], entering Absolution state (also known as Main DPS mode). Alternatively, you can hold the Resonance Skill button to activate [Confession], entering Confession state (also known as Support mode).
In Version 2.1, we only need to use Main DPS mode. The Support mode is intended for future co-op with a new Spectro Frazzle DPS.
After Phoebe enters Main DPS mode, the upper Forte Circuit bar, called [Divine Voice], fills up to its maximum of 60 points, which are divided into two segments. While Phoebe has Divine Voice, every time she performs the third hit of her Basic Attack sequence (including enhanced Basic Attacks) or executes a dodge-counter, her next Heavy Attack consumes 15 points of Divine Voice to become a high-damage Heavy Attack called [Heavy Attack: Starflash].
If the target you hit has the Spectro Frazzle effect—indicated by the buff icon below its HP bar—this Heavy Attack: Starflash damage is further increased by 256%, which is indeed the damage boost you’re thinking of. With a total of 60 Divine Voice points, you can release up to four Starflash attacks.
If you’re in Support mode (Confession state), each Starflash consumes 30 points of Divine Voice, so you can only release it twice. However, each Starflash in this mode applies five stacks of Spectro Frazzle to the target.
Next, let’s look at Resonance Liberation and Outro Skill. In Main DPS mode, her Liberation simply deals one instance of damage and increases its multiplier by 255%, reaching a total of 1425%. For example, Rover Havoc’s ultimate has a multiplier of 1500%. The Outro Skill also deals damage with an increased multiplier.
It should be noted that Phoebe is currently the first character whose Outro Skill has animation. This means Phoebe’s Outro Skill can interrupt her own ongoing skill. Be careful not to cut off your own damage.
In Support mode (Confession state), the Liberation no longer gains a multiplier boost; instead, it can apply eight stacks of Spectro Frazzle. The encore then reduces the surrounding enemies’ diffraction resistance and adds a Deepen Buff that further enhances damage from Spectro Frazzle effects.

Nearly 50% of Phoebe’s damage multiplier comes from Forte Circuit, so prioritize leveling that first. Next would be her Resonance Skill damage, which accounts for around 18%, and then Resonance Liberation, which makes up roughly 14%.

Summon a Ring of Mirrors at the target location, immobilizing the hit target for 2s and dealing Spectro DMG. Using Resonance Skill again shortly after the summoning teleports Phoebe to the Ring of Mirrors’ location, dealing Spectro DMG.
Ring of Mirrors
– Ring of Mirrors lasts for 30s. When Phoebe summons a new Ring of Mirrors, the existing Ring of Mirrors disappears.
– When Phoebe is outside of the Ring of Mirrors, a Basic Attack or Dodge Counter that hits the Ring of Mirrors will refract Holy Light, which deals Spectro DMG to targets inside the Ring of Mirrors and pulls the targets hit to the center of the ring. The DMG dealt is considered Basic Attack DMG. Can be triggered once every 0.5s.
– When Phoebe is inside the Ring of Mirrors, Basic Attack becomes Basic Attack Chamuel’s Star, which performs up to 3 consecutive attacks, dealing Spectro DMG, considered Basic Attack DMG.

– Hold Resonance Skill to cast Resonance Skill Utter Confession, dealing Spectro DMG and applying 1 stack of Spectro Frazzle to the targets hit. Phoebe enters Confession status, which allows her to better exploit Spectro Frazzle.
– Absolution and Confession cannot coexist. Entering into one will end the other.
– When Divine Voice is not at 0, Phoebe is unable to cast Heavy Attack Absolution Litany and Resonance Skill Utter Confession.
Heavy Attack: Starflash
When Phobe has Divine Voice, casting Basic Attack Stage 3 or Dodge Counter replaces the next Heavy Attack with Heavy Attack: Starflash, which deals Spectro DMG at the cost of 30 Divine Voice.
– Absolution Eehancement: Reduce the cost of Divine Voice by 15. When the targets hit have Spectro Frazzle, the skill gains 256% DMG Amplification.
– Confession Eehancement: Apply 5 stack of Spectro Frazzle to the targets hit.
Prayer
Phoebe can hold up to 120 Prayer.
Phoebe automatically gains 5 Prayer every second.
Divine Voice
Phoebe can hold up to 60 Divine Voice.

Phoebe Resonance Chain
RC gives Phoebe in Main DPS mode a straightforward damage boost. Although the increase isn’t very large, there’s not much else to highlight.
However, make sure to pay attention to S3. Some players might see that its damage multiplier goes up by 91% and think it could be really good in the open world. But remember that Heavy Attack Starflash only gets the 256% damage increase when hitting enemies affected by [Spectro Frazzle]. In the open world, applying the Spectro Frazzle effect can be quite troublesome.
Because of this, the actual performance is rather average. As for how much these RC upgrades benefit a support-mode Phoebe, that remains unknown; more details will be provided in the future.

Pick new Spectro set by default, unless your old gear has notably better Crit Rate sub-stats.
If you lack Shorekeeper and only have Verina, consider whether your old Spectro set has a 5% higher Crit Rate compared to the new Spectro set. If yes, use the old Spectro set.
For 4C Echo main stats: choose Crit DMG if your weapon already provides Crit Rate, otherwise choose Crit Rate.
Energy Regen around 120% is recommended, and focus on sub-stats in the order of Crit Rate/Crit DMG > ATK% > Heavy Attack Damage/ Bonus > ATK.

Sub DPS – Rover (Spectro)
S6 Rover (Spectro) can reduce the Spectro Resistance of enemies, thereby increasing Phoebe’s damage. Additionally, Rover’s Forte Circuit prevents Spectro Frazzle stacks from diminishing over time.
Among all Spectro characters other than Phoebe, Rover (Spectro) is currently the only one who can trigger Spectro Frazzle.
Healer – Shorekeeper/Verina
In addition to providing the traditional 15% All DMG Deepen like other healers, Shorekeeper’s Liberation can offer continuous healing, crit rate, and crit damage, making it very powerful. The Outro Skill’s buff allows knocked-back teammates to immediately recover from the interruption.
Verina is a secondary healer that can provide Spectro DMG deepen and ATK% increase to teammates. While Verina is more comprehensive, her buff lasts longer, and she can protect a party member from fatal damage every 10 minutes.

Calcharo
Calcharo primarily uses the enhanced Basic Attack and enhanced Forte Circuit after using Resonance Liberation for damage output. In the series of damage output after using Resonance Liberation, the damage ratio between Resonance Liberation and Basic Attack is approximately 2.2:1. Additionally, the Resonance Skill can be released at intervals, allowing full enjoyment of the permanent five-star weapon’s effects.
After using Resonance Liberation, Calcharo gains a new Basic Attack model. The multiplier for this attack is related to the level of Resonance Liberation, but the main proportion of his damage comes from the “Death Messenger” in Forte Circuit. Resonance Skill can be used during the Liberation period to interrupt Basic Attack combos, quickly generate Forte Circuit Energy, and trigger “Death Messenger”. The main components of his damage output consist of these three elements.
Encore
mong the permanent 5-star Fusion DPS characters, Encore enters an enhanced state and changes attack mode after activating Resonance Liberation. The main source of Encore’s damage comes from Basic Attacks after activating Resonance Liberation, not the Forte Circuit. Additionally, the cooldowns for Encore’s regular Resonance Skill and the enhanced Resonance Skill during Resonance Liberation are independent of each other.
In Encore’s damage output after activating Resonance Liberation, Basic Attack damage accounts for nearly 70%. Choosing Sanhua as a teammate can maximize her damage potential.
Sanhua
Although Sanhua has burst capabilities, the overall damage is not high. In Sanhua’s output cycle, Resonance Skill damage and Resonance Liberation account for approximately 51% and 41%, respectively.
Although Resonance Skill damage is slightly higher, there is a risk of missing in actual combat. Sanhua has a unique Forte Circuit trigger mechanism similar to rhythm games, and hitting enemies can cause a slight time-stopping effect.
Sanhua has the fastest Concerto Energy and Resonance Energy acquisition efficiency in the game, making it the most versatile and best-feeling support in the current version. After using the Intro Skill, Sanhua only needs 3 seconds to fully charge Concerto Energy and trigger QTE, activating the Main DPS for output.
